Background
The Leaders Lead On-Demand Program, formerly known as Professional Fellows On-Demand, was created in 2016 to provide adaptable, results-driven public diplomacy programming that directly supports the U.S. Department of State’s foreign policy priorities. Structured to be both flexible and fast-moving, this program empowers U.S. missions to respond swiftly to emerging issues within their countries or regions.
Unlike traditional exchanges, the Leaders Lead On-Demand Program operates on a responsive, multi-segmented model designed around specific deliverables. Programs can be launched in as little as one month, giving the Department a timely and effective tool to adjust to shifting diplomatic priorities, promote strategic interests, and strengthen U.S. engagement in a dynamic global environment. Since its launch, over 1,100 fellows from more than 100 countries have participated in Leaders Lead On-Demand exchanges.
Purpose
Each Leaders Lead On-Demand initiative is developed to meet a foreign policy need not addressed by other exchange programs. By focusing on measurable outcomes and timely engagement, the program offers the U.S. government a scalable, strategic tool to shape global conversations, mitigate emerging threats, and foster environments that support long-term economic opportunity and stability.
Design
Every Leaders Lead On-Demand exchange is tailored around a well-defined objective and implemented through a combination of targeted activities. A central component includes bringing foreign emerging leaders and professionals to the United States for an intensive, customized program of at least two weeks. These programs may include leadership development workshops, sector-specific seminars, and participation in relevant professional events that promote U.S. values and expertise. Projects include reciprocal overseas exchanges where American participants—carefully chosen for their relevant expertise and existing ties—engage directly with partners abroad. These person-to-person connections amplify U.S. strategic messaging and foster productive collaboration on pressing global issues.
The program’s flexible structure and hybrid delivery approach, including virtual components, allow it to scale rapidly and extend reach. By empowering emerging leaders, enhancing mutual understanding, and building agile, issue-based partnerships, the Leaders Lead On-Demand Program serves as a practical and impactful tool to support American diplomatic efforts.
